Missouri Governor Signs Nation-Leading Constitutional Money Act into Law.
JEFFERSON CITY, MO — July 10, 2025 — In a landmark victory for the sound money movement, Missouri Governor Mike Kehoe has signed the Missouri Constitutional Money Act into law, making Missouri the national leader in gold and silver legal tender legislation.
The bill passed with overwhelming bipartisan support — 118–10 in the House and 20–11 in the Senate — after being revived in the final days of the session by Sen. Mike Moon, who amended HB 754 to include the contents of SB 25. The effort was led by Rep. Bill Hardwick in the House and backed by years of grassroots pressure.
The new law:
- Requires Missouri to accept electronic gold and silver as legal tender for state taxes and debts, provided they are convertible to U.S. dollars at time of payment.
- Protects the enforceability of gold and silver-based contracts, a major breakthrough for alternative currencies.
- Eliminates state capital gains taxes on gold and silver, effective January 1, 2026.
- Allows employers to pay workers in gold or silver, if mutually agreed upon.
- Includes strong anti-confiscation and anti-discrimination clauses to defend the right to acquire, hold, and transact in sound money.
The Senate bill sponsor, Mike Moon had this to say after the bill was signed by Governor Kehoe, “I’m grateful to Governor Kehoe for signing HB754 with my amendment, the Constitutional Money Act. By treating gold and silver as sound money, we give Missourians a trusted hedge against the inflation that has eroded family budgets. I look forward to seeing these precious metals gain everyday popularity across our state and strengthen Missouri’s economic freedom.”
The House sponsor, Bill Hardwick stated “I am excited about the economic freedom we are restoring to the people of Missouri. The passage and signing of the Constitutional Money Act means that Missourians will have an opportunity to keep more of what they have earned, businesses and banks will have new options and the 10th amendment will be respected in our state.
“One small step for Missouri, one giant leap for the sound money movement and the 10th amendment. This was a true grassroots effort — from the bill sposors to the citizens of Missouri,” said Patrick Holland, founder of the Missouri Freedom Initiative.
Daniel Diaz, Executive Director of Citizens for Sound Money, added: “Missouri has passed the most robust and permissive sound money law in the country. This is a national model.”
The bill’s passage follows three years of persistent advocacy, with support from groups like Missouri Freedom Initiative, Citizens for Sound Money, Liberty Link Missouri, Economic War Room, Sound Money Defense League, the Tenth Amendment Center and many thousands of Missouri citizen activists.
